SISAR BCL, located in Itapipoca, is one of the eight units that make up the Integrated Rural Sanitation System of Ceará. Formed by community associations, SISAR is responsible for managing water supply and sewage systems within the same river basin. This structure presents itself as an alternative to traditional public management, promoting operational sustainability and cost reduction through the direct action of local communities.
